Well as a business owner you have to or should pre-qualify your customers before a job to make sure they are a fit with your business. Customers pre-qualify your business don't they? It's the same thing. If you are about to work with a customer you are a little hesitant about wouldn't it be nice to know more about them if they did have a history of not paying, breaking the contract or is just a nightmare? Well this is your source to network with other businesses to let each other know about your customers that have become a problem so they can "beware" of them. That way you can determine if you want to work with them or not or at least have a heads up going into the situation.
Here is an example of what the complaints will look like.

Filed Complaint: We completed remodeling renovations to his house which was four weeks ago and he has yet to pay us. He also said that he would not pay us for the extra overtime hours we put in, even though we had to because he changed his mind with the original contract.
*Remember this is a fake complaint, there is no John Doe at this address nor is the address real...
Rebuttal: When and if a customer files a rebuttal, it will be placed below the complaint and look like this:
Rebuttal Filed by: John Doe
Filed Rebuttal: I did not think that I should pay for the overtime hours because it was not in the original contract. However, I will send in my payment because I know that this business worked hard and did a great job. (now some or rebuttals would not be like this, but wouldn't it be awesome if they were??)
*John Doe is not a real customer nor did he file a rebuttal...
